Rationale:

The purpose of this policy is to preserve the rights and privileges of the congregation in general to use the Oasis Community Church (OCC) facility, and to coordinate the use of the facility with the community at large. Any exceptions to these guidelines must be approved by the Governance Authority and/or the Lead Pastor and/or Associate Pastor of OCC. The following policy applies to all activities and events held at OCC, with the exception of staff ministry responsibilities. 

Policy:

1. No individual or group may use or occupy the facility without prior authorization from the Governance Authority and/or a Pastoral Staff member of OCC. 


2. All events shall be checked against the office facility use calendar. If no conflict exists, and activity is approved the event shall be added to the calendar. 




3. Unless otherwise granted special permission, all activities at the facility shall conclude by 11:00 PM Monday - Friday (6 PM on Saturday). Special consideration must be given at all times to surrounding neighbors in terms of outside noise. Sound carries a considerable distance at night in an extremely clear fashion. Please respect our neighbor's peace. If sound amplification is to be used outdoors, it is only allowed from 7:00 AM to 10:00 PM. Sound levels must be no higher than 55 dB at the property lines outside those time frames. 




4. Unless otherwise specified, individuals or groups using the facility are required to clean up after the even in question. This shall include the kitchen area (if used), trash cans (emptied), and floors (picked up and vacuumed). The dumpster is located in the enclosure west of the church parking lot.




5. No food is allowed to be served inside the building at non-OCC functions UNLESS special permission is secured from the Governance Authority and/or an OCC Pastoral Staff member. 




6. Any damage to the facility structure, furniture, or equipment shall be reported to the Lead/ Associate Pastor as soon as possible. Compensation may be required to cover the cost of repairs at discretion of the church. 




7. No person shall be allowed in the office portion of the facility during the event without prior authorization from a Pastoral Staff member. 




8. The facility shall be opened and secured by the custodian (or another staff member) or someone designated by the OCC staff. Keys to the facility will not generally be given out unless absolutely necessary. Keys are assigned by the OCC staff only.



9. No drinking of alcoholic beverages, smoking, use of illegal or controlled substances or inappropriate dancing inside or outside on the facility grounds shall be allowed. Please refrain from playing inappropriate music on the church facilities (i.e. cussing, lewd language or imagery, ect.). If music is in violation of our standards, we may ask you to turn it off.


10. At the discretion of the Governance Authority you may be asked to provide additional liability insurance coverage for your event. 




11. Individuals or groups desiring to use the OCC facilities agree to follow the policies outlined above, and have/ will fill out and will submit the Facility Use Request form. OCC reserves the right to deny any individual or group request for facility use or to terminate any activity that does not conform to the above policies and/or is found to be contradictory to the beliefs and practices of Oasis Community Church and the Christian and Missionary Alliance as recorded in church and denominational constitution, bylaws, Christian Community Policy, and positional statements. Copies of these documents are available upon request. 




12. All repeated events at OCC are "at will" of OCC and will be reviewed annually. OCC reserves the right to terminate any long-term event or facility usage for any reason. If termination of an event or facility is necessary, persons/groups using the OCC facility under long-term agreements shall be given notice of termination as early as possible to accommodate relocation needs.
